Tech Builders Ukraine has launched the development of a national Digital Competence Map — a modern tool designed for educators, employers, and students to clearly navigate the essential skills required for employment in the IT sector.

This initiative focuses on aligning IT education with labor market demands, building a transparent framework for required competencies, and bridging the gap between what employers expect and what educational institutions can offer.

Project Objectives:

• Align IT education more closely with market needs by creating a unified framework of core and specialized digital skills.
• Provide educators and trainers with a practical resource for designing training programs based on actual employer expectations.
• Support the smoother transition of young professionals into the tech workforce through a clear understanding of what knowledge and skills are essential at the beginning of their careers.
• Contribute to the development of next-generation digital literacy — including not only technical expertise, but also interpersonal, analytical, and communication skills.
  

Implementation Stages:

• Formation of a cross-sector expert group (including IT companies, universities, and EdTech platforms).
• Collection and analysis of job postings, international standards, and existing educational programs.
• Development of the competence map structure across levels — basic, intermediate, and advanced.
• Stakeholder consultations with educators and industry representatives.
  Publication of the Digital Competence Map as an open-access resource with built-in flexibility for updates and adaptation.

Очікуваними результатами ініціативи стане створення єдиного референтного інструменту для розробки й оновлення навчальних програм у сфері ІТ. Це дозволить підвищити якісну відповідність випускників сучасним потребам роботодавців і суттєво знизити витрати компаній на їх донавчання. Також мапа сприятиме кращій кар’єрній орієнтації молоді — вони отримають чітке розуміння того, які саме компетенції є затребуваними у різних ІТ-напрямках. Загалом проєкт посилить позиції української освітньої системи в міжнародному цифровому середовищі та сприятиме її інтеграції до глобальних практик.

Expected Outcomes

The initiative will result in the creation of a unified reference tool for designing and updating IT education programs. This will significantly improve how well graduates’ skills align with current industry demands and reduce the cost for companies to retrain new hires.
The map will also support better career orientation for young people, providing clear insights into which competencies are most in demand across different IT specializations.
Overall, the project will strengthen the position of Ukraine’s educational system within the global digital landscape and support its integration into international best practices.
